WASHINGTON -- U.S. legislators condemned Canada, China, Mexico, Russia and Spain on Wednesday for failing to crack down on piracy of movies, music, videogames and other copyrighted works.<br />
Theft of intellectual property in the five nations was at &quot;alarming levels,&quot; the Congressional International Anti-Piracy Caucus said, placing them at the top of the &quot;2010 International Piracy Watch List&quot; for the second year in a row.<br />
The caucus, made up of 70 members of the U.S. House of Representatives and Senate, said it was &quot;greatly disappointed by their failure to make meaningful progress during the last year&quot; in protecting copyrighted works.<br />
&quot;We are losing billions and billions of dollars because of the lack of intellectual property protections,&quot; said Senator Orrin Hatch, a Republican from Utah. &quot;These five countries have been robbing Americans.&quot;<br />
&quot;Unfortunately, the United States is on the wrong end of the greatest theft of intellectual property in the history of humankind,&quot; said Senator Sheldon Whitehouse, a Democrat from Rhode Island. &quot;This must be stopped, and soon.&quot;<br />
The bipartisan caucus, citing industry estimates, said global piracy costs U.S. firms over US$25-billion dollars in lost sales annually.<br />
The U.S. legislators also released for the first time what they called a &quot;list of notorious offenders&quot; -- websites making available unauthorized copies of the works of U.S. creators.<br />
The websites singled out by the caucus were China's Baidu, Canada's isoHunt, Ukraine's MP3fiesta, Sweden's Pirate Bay, Germany's Rapidshare and Luxembourg's RMX4U.<br />
The caucus called on U.S. trading partners to &quot;take action against websites based within their borders whose business models are premised on delivering infringing content.&quot;<br />
Mitch Bainwol, chairman and chief executive of the Recording Industry Association of America, which represents major record companies, said the &quot;websites facilitate massive theft&quot; and &quot;undermine legitimate commerce.&quot;<br />
&quot;The question for us globally is 'Can we create a world in which the Internet becomes a place of order rather than a place of chaos?&quot; he asked.<br />
Representative Adam Schiff, a Democrat from California, said pressure needs to be brought to bear on U.S. banks and credit companies whose services are being used to pay for pirated copies of music, for example, on &quot;rogue websites.&quot;<br />
&quot;We not only have to put pressure on these countries that are tolerating piracy or encouraging piracy but we also have to put some pressure on companies here at home that are helping facilitate piracy,&quot; Schiff said. &quot;We need to dry up that revenue stream as part of the attack on those sites.&quot;<br />
The caucus said Canada is a &quot;leading host&quot; of illegal file-sharing sites and its &quot;enforcement record continues to fall short of what should be expected of our neighbor and largest trading partner.&quot;<br />
&quot;At one point in 2009, five of the world's top 10 illegitimate 'bittorrent' sites were registered, located, or operated out of Canada,&quot; it said.<br />
In China, &quot;copyright theft is viewed in some sectors of the economy as a legitimate strategy for Chinese competitiveness,&quot; the caucus said. &quot;This must end.&quot;<br />
Mexico is a leading source for illegal camcorder copies of U.S. films, the caucus said, and &quot;piracy of hard goods and unauthorized use of software also remain severe problems.&quot;<br />
The caucus said it was &quot;disappointed with the inadequate progress in addressing Internet piracy [in Russia] and the ongoing lack of deterrent penalties.&quot;<br />
Russia needs to adopt &quot;updated and uniform procedures for investigation and prosecution of copyright infringement,&quot; it said.<br />
As for Spain, the caucus said it hopes the Spanish government will move quickly to tackle peer-to-peer piracy. &quot;Greater accountability and deterrence must be established in Spanish law,&quot; it said.<br />

<font color="navy">On May 11, 2010, E*hoStar, N*graStar, and B*ll E*pressVu obtained an injunction against Lance Pellettier a.k.a. &quot;Paramount&quot; of Ontario, Canada, which prevents him from operating the H**hHU piracy forum web site, selling FTA receivers through other web sites, and otherwise participating in, or aiding and abetting, piracy activities. In the litigation, Pellettier denied that he owned and operated the H**hHU web site and that he posted messages as &quot;Paramount&quot;. <br />
<br />
Based on the evidence obtained through the Plaintiffs’ investigations, the Court was ultimately satisfied that the Plaintiffs had established a strong basis for their claims that Pellettier was &quot;Paramount&quot; and that his activities contravened the Radiocommunciation Act, and aided and abetted others in engaging in piracy.<br />
<br />
As a result of the injunction, Pellettier will be required to shut down his web sites and cease engaging in all forms of piracy activity. The Court also awarded the Plaintiffs their costs of the injunction proceedings against Pellettier in the amount of $42,500.</font></div>

A little-known fee that quietly received City Council approval Tuesday will add to the cost of installing many things most folks likely take for granted.<br />
<br />
Contractors installing what the City considers low-voltage electrical work — 77 volts or less — are required to obtain a permit for that work.<br />
<br />
Tom Goldsbury, chief of the City’s Building Inspection Division, estimated the fees will generate about $20,000 annually, but stressed that’s a rough estimate.<br />
<br />
The permits apply to several areas including security alarm systems, central vacuum systems, irrigation systems, low-voltage lighting and even stereo/surround sound systems. That permit is also required of contractors installing satellite TV systems, something that doesn’t sit well with that industry. In a March 30 letter to Goldsbury that was copied to the mayor’s office and other City officials, a representative of two national satellite TV providers said the permits are illegal under a Federal Communications Commission rule.<br />
<br />
“We represent D*SH Network and D*RECTV, the two national satellite television providers, and the Satellite Broadcasting and Communications Association, the national trade association for the satellite broadcast industry and herein express the objections of our clients to this permit requirement as it pertains to the installation of satellite dish antennas,” said the representative. <br />
<br />
The representative said satellite dishes are exempt under the FCC ruling for several reasons including cost and the potential for the permit to delay satellite dish installation. They cited Florida Statute 553.80(3) and Florida Building Code 102.2.5. <br />
<br />
“Any action by the City of Jacksonville, as it relates to the installation of satellite antennas, should be to explicitly exempt such installations from a permit requirement,” the letter to Goldsbury states. “If the City of Jacksonville were to apply this permit requirement to satellite antenna installations, it would be in direct violation of federal law. The Federal Communications Commission has expressly prohibited local municipalities from enacting any law, regulation, or restriction that ‘unreasonably increases the cost of installation, maintenance or use’ of a satellite TV antenna.” <br />
<br />
Goldsbury said the City has started collecting the fees. However, anyone who already has a satellite dish, irrigation system or any other system within the legislation is “grandfathered” and won’t be affected. Only permits for new work will be required.<br />
<br />
Goldsbury also disagrees with the assertion the fee is illegal. In a March 24 bulletin to all permit applicants, Goldsbury cited a statement from the Department of Community Affairs that he says confirms the requirement to permit low-voltage work.<br />
<br />
“That type of work always required a license, but not a permit,” said Goldsbury, adding it has been several years since the City raised some of its permit fees and touted the current fees as some of the lowest in the state.<br />
<br />
Goldsbury said the contractor doing the work will be required to obtain the permit. That cost may or may not be passed on to the customer. He said the legislation also affects Comcast — the only cable TV provider in Jacksonville.<br />
<br />
“The satellite dish networks believe they have a federal law that exempts them,” he said. <br />
<br />
The representative of the satellite networks said they believe the law is on the side of the satellite industry and cited the Over-the-Air Reception Devices rule (OTARD).<br />
<br />
“The $30 cost for miscellaneous residential electrical permits violates OTARD by unreasonably increasing the cost of satellite antenna installation,” the representative continued in the letter to the City. “If the City of Jacksonville attempts to apply this permit requirement to satellite installations in violation of OTARD, we will have no choice but to initiate legal proceedings to challenge this enforcement. Upon doing so, the City of Jacksonville will be forced to suspend all attempts to enforce the permit requirement pending the resolution of the dispute. Moreover, the City of Jacksonville will have the burden of demonstrating that its permit complies with federal law — which as I have demonstrated above, it cannot do.”<br />
<br />
Goldsbury disagrees with that assessment, also.<br />
<br />
“To me, it’s not an unreasonable cost,” he said, adding the permits can be obtained on-line in less than a day.<br />

U.S. Marshals are at two locations in the Jersey City Heights today, and a source said they are investigating a satellite television services theft ring and related electronics ring. <br />

The marshals are investigating at 18 Cambridge Avenue, near Franklin Street, and also at an electronics store on Palisade Avenue near Hutton Street.<br />

Two men seen cataloging electronics equipment that was carried out in boxes from 18 Cambridge. The men said they were removing equipment that belonged to Bell Canada. <br />

The source said that no arrests were made today and the case would be unsealed as early as Monday.<br />

				On March 10, 2010, NagraStar LLC, DISH Network L.L.C. and EchoStar Technologies L.L.C. filed suit against Robert Kluver, Leona Broda, and currentbins.com for, among other things, engaging in piracy of DISH Network programming, distributing pirate software, and for their involvement in IKS piracy.<br />
The United States District Court for the District of Maryland entered a temporary restraining order against Kluver, Broda and currentbins.com and ordered the United States Marshals Service to seize defendants’ computers, piracy-related materials, receivers, and related equipment. The seizure was successfully executed on March 23, 2010.<br />

The total scope of the situation is a good read.. it came to completion when an undercover investigator sent an Email to Currentbins with offer to send a V-link device for testing. Currentbins accepted and sent them a reply Email with shipping info, the result of which was the aforementioned seizure of everything... and sites turned over to plaintives...</div>

<font color="Navy"><b>IKS 2 is expected to be officially launched in April of 2010 with support for as many models as possible. Stay tuned for further updates on IKS 2 as they become available.</b></font><br />
<br />
IKS 2 was designed by members and owners of FTA satellite receivers to change the playing field for the benefit of the equipment owners, not the brands or coding groups. To give you a working option for boxes that are no longer supported because of simple greed in forcing you to buy new receivers or dongles just so you could watch TV again. To make matters worse IKS has resulted in untimely server outages and unpleasant viewing. IKS2 is here to change that.<br />
IKS 2 is an improvement to the existing methods of sharing codewords to your receivers. First and foremost, its not tied into one single brand. Its only limited by the ability of talented coding teams to convert existing IKS code to the new platform. As a universal solution for IKS2 we actually hope some third party coding teams that have been working on particular brands see the light and release compatible files for these additional receivers.<br />
All IKS 2 servers will be offshore. Not only will they be outside of the jurisdiction of law enforcement agencies that do little but work to secure the monopolies of wealthy satellite service operators that sell you TV services that should be free, the number of IKS 2 relays will be so plentiful and the seeds so diverse and protected, when any part of the IKS 2 system is taken down for maintenance, the rest is destined to stay in tact, with little to no downtime of freezing for end users.<br />
<br />
<b><font color="Navy">What is the goal of the IKS 2 project?</font></b> <br />
<br />
Universal IKS with a compatible protocol for use by all capable satellite receivers complete with the required redundancy and service capacity to last thru any attempts to thwart the successful delivery of codewords to your receiver. The end game is to stabalize a solution that has no business in the hands of groups with little to no server or networking experience. IKS 2 will be in the hands of the vast Internet connected community of equipment owners and managed by experts in the field of network communications and server management.<br />
<br />
<font color="Navy"><b>Will IKS 2 be free?</b></font><br />
<br />
The simplest answer to that question I can give you today is Yes and No. There will be ways for IKS 2 to be earned for free and ways to bypass the work involved in the earning process. Any solution that requires the servers, equipment and programming efforts for card sharing have operational costs that must be provided for in order to keep them going. IKS 2 will never be sold as a direct service and only offered as a reward or gift to those who render themselves worthy to receive it.<br />
<br />
<b><font color="Navy">When will IKS 2 be available?</font></b><br />
<br />
IKS 2 will be available near the beginning of April 2010. On the initial launch a large number of receivers will be compatible, but not all. The IKS 2 team will need to work on supporting additional receivers that at this time do not have compatible software or devices.<br />
<br />
<b><font color="Navy">How many receivers will I be able to run on IKS 2?</font></b><br />
<br />
As many receivers as you have. When given access to IKS 2 all your boxes that you own in your home will have access to the service. However, abuse of the service will not be tolerated. If found to be sharing access outside your home, all boxes will lose access.<br />
<br />
<b><font color="Navy">What channels and providers will be available on IKS 2?</font></b><br />
<br />
Both popular north american providers will be available at the time IKS 2 makes its formal debut. Channels available at launch time will likely be expanded shortly after its initial release as the system is perfected to support as many users as possible on as many channels as possible. Pay Per View movies will likely be available only at special times, such as on all day passes of newly released movies. Most units have PVR capability so when Pay Per Movies are available you may wish to setup and record it. Pay Per View special events will be provided on a case by case basis depending on the demand of the community and funds available to purchase the event. Adult and International programming is planned but may not be fully available on the launch date. Other providers will also be added to the IKS 2 system in the future.</div>

US equipment and satellite services provider Ech*Star Corporation will  not go ahead with a US$374mn deal to buy a controlling stake in  floundering Mexican satellite company Satmex as it failed to obtain the  necessary approval from Satmex bond holders, Ech*Star reported in a  statement to the US securities regulator SEC.<br />
<br />
Ech*star said it was unable to reach agreements within the allotted  timeframe to close the deal with more than half of Satmex's holders of  first priority senior secured notes due in 2011 and second priority  senior security notes due in 2013.<br />
<br />
Satmex reportedly said in a statement that it continues to study  strategic alternatives and restructuring options, and to maintain  dialogue with its main shareholders and creditors.<br />
<br />
Ech*Star, through a subsidiary called Ech*Star Satellite Adquisition  LLC, announced on February 26 it would buy into Satmex through a joint  venture with MVS Comunicaciones, Ech*Star's partner in local  direct-to-home TV service provider Dish Mexico.<br />
<br />
Ech*Star and MVS Comunicaciones were due to pay approximately US$267mn  in cash, plus up to US$107mn in cash on Satmex's balance sheet at  closing, resulting in a total of up to US$374mn for outstanding stock in  Satmex.<br />
<br />
José Otero, president of Signals Consulting told BNamericas that he is  not surprised that the deal fell through, remembering that in the past  that the same bond holders had been against investing in building a new  satellite Satmex 7.<br />
<br />
He also pointed out that during the previous attempt to sell the company  in 2007, the bondholders were seeking US$500mn for the company.<br />
<br />
Sergio Legorreta, a telecoms lawyer with Baker &amp; McKenzie, told  BNamericas that he sees it as unlikely Satmex will get a higher bidder,  given that Satmex has an aging fleet, a heavy debt burden and a  difficult economic situation in Mexico.<br />
<br />
The Satmex fleet offers hemispheric and regional coverage throughout the  Americas in both the C- and Ku-bands with its Satmex 2, 5 and 6  satellites. Satmex 5 is due to be replaced.<br />
<br />
Satmex has a troubled recent history and in 2007 completed a  restructuring process that left the formerly state-controlled company  with 78% of its shares and 43% of its voting rights in the hands of  creditors. However, the company needs to modernize its fleet to continue  as a viable business model.</div>

International Launch Services (ILS) and Telesat have announced a  contract for the ILS Proton<br />
launch of Telesat's Nimiq 6 satellite scheduled for mid-2012.<br />
<br />
Nimiq 6 is an all Ku-band satellite with 32 high power transponders that  will be located at 91 degrees West Longitude. The Proton vehicle is Russia's premier heavy lift launcher and is built  by Khrunichev Research and Space Production Center of Moscow, the  majority owner of ILS and one of the pillars of the Russian space  industry. Proton has a long heritage with 354 launches performed since  its maiden flight in 1965.</font> <font color="Navy"><br />
